Position

Responsible for coordinating and maintaining a range of technologies and services to facilitate the secure, efficient and smooth running of the core UKB production environment, ensuring the uninterrupted provisioning of operational services. 

The Network Security Engineer is responsible for day-to-day administration of network security. It is a hands-on technical position with responsibility for implementing and monitoring a secure network environment, satisfying the demands of partner agreements and ongoing ISO 27001 certification, to protect networks and systems from malicious/unauthorized access or misuse.

The Network Security Engineer will provide support to UK Biobank, employees, stakeholders and Users, playing an integral part within the business, helping to protect the core production environment - provided by a combination of hosted, on-premise, legacy, cloud applications, data and platforms - that is used to deliver and support IT Services. The post holder will monitor applications, infrastructure, platforms and networks to ensure they meet agreed levels of security and availability.  

 

PRINCIPAL DUTIES AND RESPONSIBILITIES:

 

1. Report to the IT Manager with regard to day to day activities.

2. Develop, implement and follow IT policies and procedures according to quality standards ISO9001 and ISO 27001.

3. Ensure the IT Manager and/or IT Director is apprised of issues and challenges.

 

The following specific actions are required:

1. Performing analysis of network security needs, 

2. Responsible for design, install, configuration and maintenance of network and security systems and applications.

3. Maintaining and administering perimeter security systems such as firewalls and intrusion detection systems.

4. Fault handling and escalation (identifying and responding to faults, liaising with 3rd party suppliers, handling escalation through to resolution).

5. Provisioning (IP assignment, network configuration, monitoring and graphing).

6. Maintaining hardware serial audits.

7. Maintenance of technical documentation of processes and procedures used throughout normal operations.

8. Monitor, diagnose, and resolve complex network and computer system issues

9. Management of system performance, capacity, service quality.

10. Lead initiatives for the optimization and restructuring of secure network architecture 

11. Install, configure and maintain various network devices and services (e.g., routers, switches, firewalls and VPN).

12. Troubleshoot problems that could be caused by a variety of security-related issues.

13. Managing incidents, problems, requests and changes in line with ITIL best practice and ensuring that SLA's are maintained.

14. Ensure that UK Biobank environments adhere to established security standards and frameworks.

15. Input into the design and implementation of new network platforms, including documentation. 

16. Develop and maintain good working relationships with vendors and other external suppliers.

17. Participate in security management activities i.e. patching, antivirus and reporting.

18. Administration duties i.e. asset management and backup & recovery.

19. Aid evaluation and testing of new technologies.

20. Support any project requirements as directed by the IT Manager or IT Director.

21. Ad hoc duties as directed by the IT Manager or IT Director.

Requirements

ESSENTIAL CRITERIA

A detailed understanding of network solutions, with at least 3 years demonstrable experience, advanced knowledge, and understanding of the design, selection, deployment, and troubleshooting of networks, in both a Data Centre and operational environment.

  1. Any Cisco networking CCNA/CCNP/CCIE qualification/equivalent or substantial experience required as a minimum.
  2. Demonstrable experience of supporting and defending multiple diverse technology stacks standard across enterprise IT operations including (but not limited to) IBM/SAN, Linux, WIFI, Cisco switches/routers, email and security systems.
  3. Advanced knowledge of hardware security, including Security benchmarking and hardening techniques.
  4. Experience of installation, configuration, management and administration of network infrastructure: e.g. firewall, switches, routers and VPN.
  5. Experience of configuration, management and administration of network services: e.g. DHCP, DNS, IP address allocation planning, VPN, RADIUS/TACACS+, Syslog, NTP.
  6. Experience of configuration, management and administration of network management systems.
  7. WAN/LAN, TCP/IP, HTTP(S), VPNs, Cisco, Routing Protocols
  8. Knowledge of protocols in the Internet Protocol Suite: e.g. TCP; UDP; ICMP and of routing protocols.
  9. Knowledge of one of more of the following: Microsoft Direct Access, Microsoft Always On VPN and Cisco AnyConnect
  10. Knowledge of SSL VPNs
  11. Understanding of high availability multi-site, multi-network firewalls particularly Cisco & Fortinet
  12. Understanding of URL filtering technologies
  13. Understanding of RADIUS server authentication
  14. Experience of instructing third parties to ensure the organisation's managed networks are appropriately secured and maintained
  15. Network security experience. An in-depth and current understanding of IT security in particular relating to data and voice networks
  16. Experienced in the analysis of network security needs, the design, install, configuration and maintenance of network and security systems and applications.
  17. Significant experience in maintaining and administering perimeter security systems such as firewalls and intrusion detection systems.
  18. A strong track record of understanding customer needs, creating innovative solutions to problems and delivering successful outcomes
  19. Adept at working with users and groups at all levels to obtain requirements.
  20. Must be a critical thinker, with an analytical mind-set, adept at evaluating opportunities.
  21. Educated to degree level or higher in computing, scientific or engineering discipline or equivalent relevant experience.
  22. Minimum of 3 years’ experience working in a similar role.
  23. Must be self-motivated with a strong work ethic.
  24. Must take pride in own work, setting and achieving high standards for self and working with others.
  25. Must see issues through to resolution.
  26. Ability to interact effectively with internal and external parties in order to perform duties.
  27. Ability to communicate both written and orally, clearly and persuasively, explaining complicated matters simply, tailoring delivery methods/media to suit the audience’s needs and understanding.
  28. Ability to clarify, plan and prioritise own work in order to achieve objectives/respond appropriately to the needs of demanding users, seeking guidance on priorities where appropriate.
  29. Ability to analyse complex problems and propose solutions while satisfying any constraints imposed by the business i.e. resource or time.

 

DESIRABLE CRITERIA

  1. Exposure to network monitoring solutions ideally SolarWinds
  2. Knowledge and experience of Microsoft Active Directory administration and associated services such as Active Directory Federation Services (ADFS), DHCP, DNS, Group policy management, WSUS, LDAP,VPN, DFS and authentication.
  3. Microsoft Server 2012/2016/2019
  4. Exchange 2013, 2016
  5. Knowledge of VMware vSphere 6.5/6.7 (Design, Implementation & Administration)
  6. Knowledge and expertise of Powershell
  7. Knowledge of Microsoft Endpoint Configuration Manager (SCCM)
  8. Any Microsoft certifications MCP/MCSA/MCSE/MCITP are extremely beneficial
  9. ITIL Foundation Certification or above
  10. SharePoint administration and/or development.
  11. Office 365 Administration in a hybrid cloud environment.
  12. Storage Solutions, Backup and Replication Services (Local, SAN, Cloud).
  13. Experience of any network management, performance and capacity monitoring tools.

How is your personal information collected?

We collect personal information about candidates from the following sources:

  • You, the candidate.
  • Recruitment agencies, from which we collect information provide in your curriculum vitae from them.
  • Disclosure and Barring Service in respect of criminal convictions if applicable for the role.
  • Your named referees, from whom we collect the following categories of data: Confirmation of:

o  period of employment (start/leaving dates)

o  confirmation of job title and indication of ability to perform job being offered

o  any current disciplinary action

o  how long the referee has known the applicant and in what capacity.

How we will use information about you

We will use the personal information we collect about you to:

  • Assess your skills, qualifications, and suitability for the role.
  • Carry out background and reference checks, where applicable.
  • Communicate with you about the recruitment process.
  • Keep records related to our hiring processes.
  • Comply with legal or regulatory requirements.

It is in our legitimate interests to decide whether to appoint you to a role since it would be beneficial to our business to appoint someone to carry out the role.

Information about criminal convictions

We envisage that we will process information about criminal convictions.

We will collect information about your criminal convictions history if we would like to offer you the role (conditional on checks and any other conditions, such as references, being satisfactory). For certain roles we are required to carry out a criminal records check in order to satisfy ourselves that there is nothing in your criminal convictions history which makes you unsuitable for the role. In particular:

  • We are legally required by the Health & Care Professionals Council to carry out criminal record checks for those carrying out a role within our Imaging Clinics. 
  • The role of Radiographer and Health Care Assistants/Team Leaders are ones which are listed on the Rehabilitation of Offenders Act 1974 (Exceptions) Order 1975 (SI 1975/1023)] and is also specified in the Police Act 1997 (Criminal Records) Regulations (SI 2002/233)] so is eligible for a enhanced check from the Disclosure and Barring Service.
  • These roles require a high degree of trust and integrity since it involves dealing with participants and their personal information including medical condition and information. Therefore, it is a condition of employment for these roles that we ask you to seek a basic disclosure of your criminal records history.

We have in place an appropriate policy document and safeguards which we are required by law to maintain when processing such data.

Automated decision-making

You will not be subject to decisions that will have a significant impact on you based solely on automated decision-making.

Data sharing

Why might you share my personal information with third parties?

We will only share your personal information with the following third parties for the purposes of processing your application: Stockport Council for processing a DBS application (where applicable) and Occupational Health professionals in respect of information in your medical questionnaire completed by you at job offer stage. All our third-party service providers and other entities in the group are required to take appropriate security measures to protect your personal information in line with our policies. We do not allow our third-party service providers to use your personal data for their own purposes. We only permit them to process your personal data for specified purposes and in accordance with our instructions.

Data security

We have put in place appropriate security measures to prevent your personal information from being accidentally lost, used or accessed in an unauthorised way, altered or disclosed. In addition, we limit access to your personal information to those employees, agents, contractors and other third parties who have a business need-to-know. They will only process your personal information on our instructions and they are subject to a duty of confidentiality. Details of these measures may be obtained from our Head of HR.

We have put in place procedures to deal with any suspected data security breach and will notify you and any applicable regulator of a suspected breach where we are legally required to do so.

Data retention

How long will you use my information for?

We will retain your personal information for a period of six months after we have communicated to you our decision about whether to appoint you to role. We retain your personal information for that period so that we can show, in the event of a legal claim, that we have not discriminated against candidates on prohibited grounds and that we have conducted the recruitment exercise in a fair and transparent way. After this period, we will securely destroy your personal information in accordance with our data retention policy.

If we wish to retain your personal information on file, on the basis that a further opportunity may arise in future and we may wish to consider you for that, we will write to you separately, seeking your explicit consent to retain your personal information for a fixed period on that basis.

Rights of access, correction, erasure, and restriction

Your rights in connection with personal information

Under certain circumstances, by law you have the right to:

  • Request access to your personal information (commonly known as a "data subject access request"). This enables you to receive a copy of the personal information we hold about you and to check that we are lawfully processing it.
  • Request correction of the personal information that we hold about you. This enables you to have any incomplete or inaccurate information we hold about you corrected.
