Project STOP (www.stopoceanplastics.com) is an initiative to accelerate waste management system improvements in South-East Asia, starting in Indonesia, co-developed by Borealis and SYSTEMIQ. The project aims to make a scalable front-line contribution to marine plastic debris prevention and ocean health. The first city partnership was launched in May 2018 in Muncar, Banyuwangi, East Java, followed by two additional cities in 2019. The initiative is further scaled up to a regency level in Banyuwangi in 2021, which is officially launched as STOP Banyuwangi or locally known as Banyuwangi Hijau.
Banyuwangi Hijau
The Banyuwangi Hijau programme (BWH) is delivered in close collaboration with the government, with a goal to deliver a circular city scale waste collection service to Banyuwangi residents. As a comprehensive program, BWH has three workstreams, namely Governance & Policy (GOV) that facilitates the government of Banyuwangi covering aspects of governance and policy, Behaviour Change Communication (BCC) to stimulate waste management behaviour change at household and community level, and Waste Operations (WO) to facilitate infrastructure preparation and operation.
The GOV workstream aims to ensure the design of the program is in line with local government planning and strategic targets. We have reviewed existing policies and strategy at regency level to understand the current regulatory gaps that must be addressed to ensure optimum empowerment, both towards the regency government, the village government, and local communities.
GOV also ensures cross agencies involvement in executing the program, which will be facilitated by a cross agencies working group. The working group also acts as the bridge of communication and coordination with key stakeholders outside the regency government. Additionally, this workstream needs to support the BCC and WO workstreams in delivering the program. There is regular meeting cadence to ensure close alignment across the workstreams.
The Officer of Governance & Policy (GOV) workstream for Project STOP will be based in Banyuwangi and report directly to GOV Workstream Lead. He/she manages a (few) technical assistant(s) to support his core tasks, namely design, planning, and delivering governance and policy products, and provide support in engaging local government partners. The officer is also expected to do analysis and reporting of the GOV workstream activities.
