Local Space is a growing and dynamic HA of c 2500 homes based in East London

We were established in 2006 and have an unusual approach to providing affordable homes at market rent, through a highly effective programme of purchase and repair, predominantly in the London Borough of Newham. Our residents are at the heart of what we do, and as a registered not for profit charity, we are proud of the role we play in the neighbourhood regeneration.

We embarked on an ambitious growth strategy of 800+ homes in 2016, partnering with Newham Council, to be delivered by 2020 from a mix of existing street properties, off the shelf purchases and new build development. Local Space has also continued to build its relationship with other authorities in East London such as Waltham Forest and Hackney.

 

Position

Development & New Business Manager  circa £55 - 57k (dependent on experience) + car allowance £2000 per annum with Performance Related Bonus of up to 5% of salary (after probation period)

Local Space is seeking an experienced Development and New Business Manager who can manage projects from inception to completion. The role will work with an energetic, experienced and enthusiastic development team to achieve its ambitious development programme. This is a critical, challenging and exciting time for us in the delivery of our strategy. Local Space Development approach is at the heart of its growth.

You will be based at our head offices on the Romford Road in Stratford London which will shortly be the home to 32 staff as part of our planned growth. Nearby is the Olympic Park and Westfield Shopping Centre.

Reporting to the Head of Development you will play a pivotal role in helping the organisation to manage the delivery of its growth programme.

Requirements

Job Purpose – duties and responsibilities

  1. Source new business and development opportunities for Local Space
  2. Deliver development & acquisition schemes to achieve cost, time and quality targets. Provide timely and accurate reports for performance monitoring and management. Maintain accurate records of transactions and new assets.
  3. Build and maintain relationships with internal and external stakeholders. Lead and motivate teams of external agents, consultants and contractors

Key tasks

  1. Manage the delivery of schemes & acquisitions within cost, time, quality and other performance targets. Identify, assess and manage all the risks that are likely to affect acquisitions and delivery of schemes in line with Local Spaces approved growth and delivery programmes. Monitor development programmes against HCA and GLA requirements and maintain appropriate records.
  2. Provide written reports as required in line with  ‘Prince2’ stages of project management (or similar) identifying specific risks, mitigations and assessment on suitability of proposed projects
  3. Prepare bids and management reports including business cases, financial appraisals, monthly progress reports, cost reports and any financial forecasts. Prepare programme progress reports.
  4. Submit and present reports to internal, external panels and committees.
  5. Maximise the value of development or acquisition schemes. Review and enhance design and technical specifications. Manage through to completion. Acquire good quality properties within buying limits and manage the refurbishment process through to letting sustainable tenancies.
  6. Develop market intelligence about the areas in which we operate and use this to acquire astutely.
  7. Manage the appointment and performance of external agents, design and cost consultants and building contractors. Contribute to the development of the use of Consultant and Contractor Frameworks. Supervise post acquisition works through to letting.
  8. Project manage, complex development & acquisition schemes. Prepare capital budgets, revenue forecasts, cash flow forecasts, development programmes, progress reports and use other management tools.
  9. Manage the development of the design and the procurement and delivery of construction proposals. Manage legal and commercial agreements including; purchase & development agreements, Joint Venture agreements and Section 106 agreements.
  10. Work within the association’s financial and operating standards and within regulatory, audit and statutory parameters.
  11. Work with external agents to identify and secure new business opportunities. Advise on the purchase of sites and properties.
  12. Work with the Operations & Finance Team and ensure corporate financial and other records are accurate and up to date.
  13. Work with the Operations Department to ensure that completed properties meet handover requirements and acceptable quality standards.
  14. Contribute to an agenda of continuous improvement for business operations and product development. Champion individual initiatives and projects.
  15. Build, establish and maintain effective working relationships with local authorities and other external stakeholders. Develop new business contacts and development opportunities.

17. To adhere to the Association’s Standing Orders and Financial Regulations, including procedures on the appointment of consultants and contractors, and tendering procedures.

18. To ensure needs of the Association’s tenants, future tenants, licensees and service users are taken into account in the work undertaken.

19. To adhere to the values of tenant involvement and scrutiny

20. Provide excellent customer service standards to internal and external stakeholders.

21. Undertake other duties commensurate with the role.

22. To work outside of core hours as required
