The South Westminster BIDs is an alliance of Business Improvement Districts covering Victoria, Victoria Westminster, Whitehall and Northbank. The area stretches from Belgravia to the Royal Courts of Justice and includes major London landmarks Buckingham Palace, Parliament Square and Trafalgar Square. Encompassing the majority of the historic processional route through Central London and major transport hubs, the area is also home to a large number of corporate occupiers, office workers and Government Departments.

We play a fundamental role in generating, promoting and executing projects that aim to support economic growth through placemaking and create a vibrant destination for those who work, visit or live in the area. Creating a high-quality public realm and environment is at the heart of what we do.

The South Westminster BID Executive Team currently has responsibility for various BID areas: Northbank, Victoria, Victoria Westminster and Whitehall. We will also work with the wider teams in the delivery of the BID team’s Business Plan objectives for these BID areas.

With the ever-changing political landscape, BIDs are becoming firmly established as a key delivery agent working on behalf of the private sector. Influencing key government decision making processes and lobby for change are becoming a focal point of activity within the BID agenda. The footprint encompasses some of London’s greatest assets with our boundary spanning from Trafalgar Square, along the Strand and Victoria Embankment to Aldwych.

Position

Reporting to our Placemaking and Operations Director the purpose of this role is to deliver the South Westminster BID’s Business Plans for Northbank, Victoria, Victoria Westminster and Whitehall in respect of the ‘Community Safety & Business Resilience’ theme.

The key responsiibiities of this role are to:-

  • Engage with local businesses through steering groups for each theme and ensure local businesses feel supported in each area. You will manage both quarterly steering groups comprised of local business and stakeholders, preparing all background papers and documents to support these groups;
  • Engage with key stakeholders relevant to each theme including the local police services, MOPAC, Westminster City Council, TfL, Network Rail, local charities and policymakers;
  • Sustain the relationships with these stakeholder networks and bring them together with local businesses as required;
  • Reduce incidents of crime and anti-social behavior within the four BID areas through a mixture of proactive and preventative initiatives;
  • Increase the perception of safety for those working in and visiting the BID areas;
  • Facilitate intelligence sharing between the business community and statutory partners such as the police and local authority with regards to crime and anti-social behaviour;
  • Improve the resilience of individual businesses and the community as a whole to disruptive events such as civil emergencies and terrorist attacks;
  • Ensure that members are well engaged in the BIDs’ safety and resilience work and perceive good value for money;

To deliver these responsibilities you will be

  • Preventing, reducing and raising awareness of crime, particularly focusing on Cyber-crime and fraud / Acquisitive crime (theft, robbery and burglary) / Night Time Economy related crime / Violence Against Women & Girls / Terrorism;
  • Devising and delivering a package of training and aware events for business in respect of crim prevention, business continuity and counter terrorism;
  • Assisting businesses and the wider BID community with their resilience and business continuity planning;
  • Work alongside the Head of Operations to manage the Community Engagement Team and work with local charities in the BID areas;
  • Managing the BID Security Patrol Teams;
  • Overseeing and managing the BIDs emergency notification platforms;
  • Running steering groups and forums to help guide the delivery of the CommunitySafety & Resilience theme;
  • Working with the police, local authority and BID colleagues (typically the Public Realm Team) on implementing design-out crime and counter-terrorism measures;
  • Working with care/outreach providers, Westminster City Council and the BID Security Patrol Teams to reduce incidents of rough sleeping and begging;
  • Raise the profile of the BIDs as key partners in creating a safer, more resilient London;

Requirements

Do you have a good high level education with the following technical knowledge and skills?

  • A good working knowledge of public protection/community safety, security incident management and business continuity planning;
  • Strong and effective interpersonal skills – able to communicate with a wide variety of stakeholders;
  • Excellent organisational skills, time management and attention to detail;
  • Collaborative approach to working with both internal and external colleagues;
  • Proactive and pragmatic in their approach to problem solving;
  • Abiity to remain calm in pressurised situations;
  • Able to take initiative and manage projects / workload independently as well as being part of a team.

Experience

  • Ideally you will have up to 5 years or more of progressive responsible positions in security management, community safety or policing;
  • Effectively managing budgets;
  • Business continuity management, security awareness and security incident management;
  • Managing security teams and crime reduction initiatives in a public environment;
  • Contract/contractor management;
  • Knowledge of or prior experience working with Business Improvement Districts is preferable.
