Position

Hope for Justice is an international, non-governmental organisation which exists to bring an end to modern slavery. Our strategy is based on ‘Preventing exploitation, Rescuing victims, Restoring lives, and Reforming society’.

Hope for Justice Global, Hope for Justice Uganda, Rights Lab (UK) and Platform for Labour Action (Uganda) are part of a consortium who have been delivering the Addressing Child Trafficking and Slavery project (2020 – 2022). The project is:

  • Providing rehabilitation services to survivors of sex trafficking in Uganda
  • Improving and standardizing the rehabilitation and trauma-informed care practices within the region
  • Building capacity for service delivery for the national network, Uganda Coalition Against Trafficking in Persons.

As the project is nearing its completion date – Hope for Justice needs to ensure:

  • All MERL deliverables are finalised & complete
  • All MERL documents are available and analysed
  • An independent evaluator is procured and managed for the project (with support from Uganda based team)
  • Internal Lessons Learned and reflection sessions are held
  • Internal learning report on the project is produced
  • Input into scale up plans
  • Contribution to end of project donor reporting
  • Contribution to end of project internal and external dissemination about the project

The MERL consultant advisor (UK based) will work closely with the project team based in Uganda, including the Uganda based MERL co-ordinator and project manager to deliver on the above.

Expected Outcome

Provide specialist support to the project team to ensure that an high quality endline evaluation is carried out. Ensure that all MERL deliverables are aligned with best practice. And lessons are learnt from project delivery to build on in future phases.

Requirements

MERL advisor with experience in carrying out the MERL activities for a training programmes. Expectation that they will have a minimum of 5 years experience.

Essential

  • MERL experience – knowledge of logframes, MEL plans, Indicator Tracking Tables
  • Experience/knowledge of working with data collection tools for training projects
  • Experience of analysis of data using Excel
  • Ability to work independently & remotely with little oversight
  • Experience in delivering international development projects with vulnerable communities
  • Experience in end of project close out activities including procuring external evaluators, remote management of evaluation team, review of logframe v actuals and MERL plan v deliverables.
  • Experience in hosting Lessons Learned sessions
  • Experience in working in matrix management structures with multiple partners

Desirable

  • Understanding of Modern Slavery and Child Trafficking issues
  • Experience of working in the Modern Slavery sector
  • Experience of pilot training programme evaluation methodologies
  • Possible to travel to Uganda

Other information

Length of project: Approximately 2 day a week over four months. This is a short term contract role to provide support for the close out of a project.

Location: UK, Flexible - remote. The successful candidate should be able to travel to Uganda for a short trip.
