Position

Context of the role

The European Climate Foundation (ECF) has entered into an Memorandum of Understanding with PT Sarana Multi Infrastruktur (Persero) (PT SMI), an infrastructure company owned by the Government of Indonesia through the Ministry of Finance. The MOU aims to strategically develop PT SMI’s market role as a leading green investment institution. The ECF seeks a Senior Consultant as part of technical assistance team to support sustainable finance activities of PT SMI and develop catalytic opportunities for the company involving both private and public sectors in Indonesia.

Key responsibilities

  1. Supporting the Sustainable Finance Activities in PT SMI
  • This consultancy will primarily support PT SMI’s Sustainable Financing activities by (I) providing technical expertise in evaluating projects in its development pipeline, and (II) implementing anticipated and expanded business targets. Working with Financing and Investment Division and Sustainable Financing Division officers on a day-to-day basis, the consultants will assist in identifying and evaluating projects that are already in the PT SMI project pipeline, as well as future candidate projects.
  • This consultancy will also support PT SMI’s sustainable finance activity by developing framework and strategy, business model, eligibility criteria, and pricing determination for sustainable finance projects.
  • Crucially, the consultants will also work in coordination with other ECF-funded technical assistance workstreams under the MOU, which aim to set more ambitious sectoral goals with new KPIs, and increase PT SMI’s investment activity in the clean energy sector.
  • By working within the Financing and Investment Division and also Sustainable Financing Division, the consultancy will help ensure that existing investment activity is maintained, and expanded in concert with increasing ambition across the organisation.
  1. Supporting the development of project pipelines with SOEs
  • In addition, this consultancy will provide broader support to PT SMI, by targeting specific opportunities with state-owned enterprises; PT SMI intends to focus on PT Perusahaan Listrik Negara (PLN) (Persero) and PT Pertamina (Persero) including its subsidiaries as priorities.
  • The consultancy will work with other business units across the organization, including the Project Preparation Division and the Advisory division, to develop scoping studies for clean energy projects for investment by PLN or Pertamina or its subsidiaries, as well as other state-owned enterprises or government agencies in the near future.

Principal Activities

  1. Supporting the Sustainable Finance Activities in PT SMI
  • Provide expert technical, financial and risk analysis for clean energy investment opportunities and also reviewing clean energy pipeline within in PT SMI; advise team leaders and relationship managers in the development, submission and approval of credit or investment applications.
  • Support the research and drafting of internal proposals and memoranda, including Financing Initiative Memos (Memo Inisiatif Pembiayaan/”MIP”), Financing Proposed Memos (Memo Usulan Pembiayaan/”MUP”), and Risk Memos (“Memo Risiko”) (as applicable per stage of approval or finance.
  • Coordinate throughout with the ECF-funded consultancies working with PT SMI, to ensure alignment in objectives, specifically newly developed business goals and KPIs designed to increase clean energy investment activity.
  1. Supporting the development of project pipelines with SOEs
  • Design, develop and draft scoping studies for clean energy projects for PLN, Pertamina and its subsidiaries and other state-owned enterprises or government agencies, to include assessment of potential to increase energy access through clean energy, identification of relevant technologies, examination of institutional models, and possible financing structures.
  • Develop TORs for project pipeline(s) with PLN and Pertamina and its subsidiaries, and recommend pilot projects for internalization within SMI, meriting further assessment and consideration for investment by SMI. In this regard, the consultants will also be expected to have numerous consultations with central and local government representatives, development partners, civil society, non-government organizations, and local communities to gauge market and stakeholder interest.
  • Support the research and drafting of internal proposals and memoranda, including Financing Initiative Memos (Memo Inisiatif Pembiayaan/”MIP”), Financing Proposed Memos (Memo Usulan Pembiayaan/”MUP”), and Risk Memos (“Memo Risiko”) (as applicable per stage of approval or finance.

Requirements

Experience and competencies

  • At least 15 years of relevant experience
  • Relevant professional experience includes work related to project development, technical review, and financial modelling in the clean energy sector in Indonesia. Regional exposure beyond Indonesia would be preferred.
  • Expert understanding of relevant financial products, specifically debt and equity instruments within the Indonesian regulatory context.
  • Demonstrable ability in financial analysis and credit risk assessment is required. Ability to develop, modify, audit and train analysts is a strong bonus.
  • Broad experience with regulated and/or politically visible industries (eg, energy, resources, environment) is required.
  • Experience working directly with one or more investment banks, private equity funds or multilateral institutions is required. Exposure to a range of environments would be an advantage (eg, experience as both lender and borrower, or commercial and multilateral, etc.).
  • Experience with multi-stakeholder processes and transactions (eg, syndications or PPPs) is desirable. Similarly, specific experience with blended finance is an advantage.
  • Excellent Indonesian and English oral and writing skills is required. Similarly, excellent interpersonal skills and experience with navigating large structures is also a strong advantage.
