Tara is currently hosted at the European Climate Foundation, and will be an independent registered organization in the region by the end of this year. Position

About the role

As the Philippines Senior Programme Officer, you will work closely with the Philippines Country Director to accelerate the Philippines energy transition programme and expand its work across the country and the region by supporting think tanks, civil society organisations and other stakeholders.

Key responsibilities

Reporting to the Philippines Country Director, the Philippines Senior Programme Officer will have the following responsibilities:

  • Support the Philippines Country Director in continuing to build out the Philippine country strategy and network of partners in order to accelerate the Philippines energy transformation.
  • Manage grant partnerships throughout the whole project cycle: appraisal, monitoring of implementation, evaluation, and exits; ensure that implementation will deliver the desired outcomes.
  • Guide and advise grantees, partners, and prospective partners on developing strategies and grant proposals.
  • Create and implement network strengthening and organisational development strategies with Tara partners.
  • Support the Philippines Country Director in developing and implementing specific projects to advance the country strategy.
  • Assist with monitoring and evaluation of the program, reporting to funders and maintaining impact measurements and ensuring that learning strengthens program quality.
  • Support in expanding and maintaining a strong network across key energy transition stakeholders in the country.
  • Monitor Philippines energy policy and the economic environment and provide analysis and updates to Tara's partners and funders.

Requirements

Experience and competencies

The ideal candidate will have more than 5 years of experience in environmental/social non-profit sector. We are looking for a candidate who is excited at the prospect of working for a dynamic and fast-growing organisation with a mission to solve the climate crisis.

Additionally, you have:

  • Strong motivation and understanding to address the climate crisis.
  • Experienced in developing and implementing successful advocacy and campaign strategies, utilizing a wide array of tactics.
  • Demonstrated policy analysis skills.
  • Demonstrated communication and networking skills that enable effective collaboration with a diverse group of partners.
  • Strong critical and strategic thinking skills.
  • Knowledge and understanding of the political, economic and cultural context in the Philippines, particularly on sustainable development and energy transformation issues.
  • Fluency in written and oral English and Filipino; able to write briefing papers, funding proposals and reports.
  • Used to working flexibly at a fast pace in remote settings with multi-cultural teams across time-zones.
  • Computer skills (Excel, PowerPoint, Word).

Location

Philippines. Candidates living outside of the Philippines will be considered if they are willing to return to the Philippines within the next 12 months. The candidate must have a legal permit to reside and work in the country.
