Position

About the role

The Senior Budget Officer is a full-time position and acts as the key driver of the budget process, working in close collaboration with the Finance Director for all budget decisions and process flow of the ECF Stakeholders.

The Senior Budget Officer also contributes to the implementation of the ECF’s Budget Cycle, helping the strategic implementation of programmes & projects, coordinating between all the various ECF Stakeholders.

The role entails a great understanding of budgeting, planning, coordination and business analysis. It equally supports the Finance function to comply with regulation, legislation, monitoring & budgeting great practices.

Key responsibilities

The Senior Budget Officer will be responsible for the following key responsibilities. Reporting to the Finance Director:

  • Budget Process and Procedure Ownership: Design and launch effective budget models for departments and the entire company.
  • Budget Analysis & ECF Programs Support: Manage, examine and regrant budget processes of ECF projects and programs, by dealing with different stakeholders’ expectations.
  • Funding Monitoring & Reporting: Supervision and control of the overall funding by developing quality data metrics and ensuring that project data output and reporting needs are met.
  • Budget Allocation: Allocate funding to programmes (and cost centre) resulting in the total full year budget approved by the board. Additional allocations throughout the year depending on fundraising.
  • Proposals Management: Create and review funder budget proposals and make sure they are aligned with the overall ECF budget and programme needs.
  • Prepare Templates for Administration Budget Holders: Design, adjust and present budget templates and manage the communication with the parties involved.
  • Budgeting Tools Management: Responsible for budgeting, planning and keeping track of flexibility funds in our platforms (Microsoft Power BI, Excel, or Adaptive).
  • Budget Process Coordination: Coordinate communication programmes and platforms with Management. Provide operational follow-ups of the budget process.
  • Budget Communication: Keep track and communicate on a regular basis with the COO and other stakeholders within ECF on future forecasted budget needs, by using the relative budgeting tools.
  • Financial Analysis & Accounting: Manage financial information of the budget processes and use accounting records to analysing trends and reporting to the Finance Controller for bookkeeping purposes.

Requirements

Expertise, Experience and competencies

  • Expertise: Financial Planning & Analysis, Budget Preparation, Multi-stakeholder Organizations, Interdepartmental collaboration, Process Management & Coordination
  • Experience: 5-7 years of experience in a business analysis, budget management or financial analysis role. Experience in managing multiple stakeholders simultaneously, experience in problem solving, influencing experience
  • Competencies: project coordination, process management, great people skills, mathematics, competence with financial tools (MS Office, Fluxx, Power BI, NetSuite) analytical skills, business process optimization skills, interactive & communication skills, influencing skills, excellent stakeholder management.
