The European Climate Foundation (ECF) was established in 2008 as a major philanthropic initiative to help Europe foster the development of a low-carbon society and play an even stronger international leadership role to mitigate climate change. The foundation works through several sectoral, cross-cutting and regional initiatives and collaborates with a wide network of partners to advance progress towards this shared goal. The ECF also hosts a number of initiatives with a global outreach.

About Tara

Bringing together two successful European Climate Foundation programmes, Tara is a new philanthropic initiative hosted by the ECF which aims to achieve prosperity, clean air and a safe climate in Asia by supporting a diverse group of partners to accelerate the transition to sustainable and clean energy. Tara works in South, Southeast and East Asia - excluding India and China. Tara grants funds to civil society organisations (CSOs), think tanks and not-for-profit entities in these countries committed to advancing a rapid transition to clean, renewable energy. We are seeking a consultant to deliver key inputs and guide Tara’s strategy to support the organisational health of Tara’s core partners. Tara has over 140 partners in total with around 20 CSO and think-tank partners that are categorised as “core” or “anchor” partners. Tara has a mandate from ECF to localise in the future. 

Position

Scope of Work

We are seeking proposals from organisational health firms or consultants in the region who have experience in working with philanthropies or donor agencies to develop strategies to support partners/grantees to improve their organisational health or implement organisational development plans. The consultant should have a proven track record in developing organisational health and development frameworks aimed at supporting partners/grantees. The consultant will be expected to help Tara: -

  1. Undertake a survey to assess organisational health needs of Tara’s core partners and to assess whether/how Tara may support them to undertake organisational development or growth strategies and assess any shared service needs, e.g. human resources support or other back office services. The survey will also assess partners’ experience (e.g. effectiveness) with organisational health support from other funders.   About 20 partners will be surveyed
  2. Develop recommendations for Tara on its strategy to support organisational health of core partners, which include a) organisational health framework (drawing from existing frameworks used by other major philanthropies in the civil society/non-profit sector) b) technical and financial resources needed, c) Tara's internal staff needs to implement the strategy, and d) list of potential organisational health support providers
  3. Assist Tara in the communication of the results of the survey and recommendations to partners, funders and other key stakeholders.

Requirements

  1. A brief description of your Capabilities to undertake the work
  2. Describe in detail your approach and process for developing organisational health strategies for philanthropic or donor organisations.
  3. Assuming a start date of 7 October 2020, submit a detailed schedule with your proposal for delivering the outputs/outcomes listed above.
  4. Introduce your proposed project team, including consultants. Provide resumes of all personnel assigned to the project including specific experience that each team member would contribute to the project. Identify and define their individual roles.
  5. Provide case studies of similar services you have provided to similar organisations. These case studies should include a brief description of the organisational health services provided and a discussion of the outcome.
  6. Provide a detailed fee proposal which outlines the amount of time you propose to spend on the consultancy and the specific activities that will be performed, subject to further refinement of the scope of work with Tara.
  7. References: Supply at least three (3) references that have used your professional services for a similar project. Include a contact name, address, and a contact phone number.
