Position

He / She will be responsible for developing, leading and directing all aspects of the Operations Center, Scheduling and CDG Station while developing and maintaining effective relationships with key stakeholders such as functional heads, senior management, customer(s) and authorities. The OCC and Scheduling Manager will be the central authority to establish and modify policies for the operational control process and will have overall responsibility for the performance and the delivery of the OCC and Scheduling department.


Act as the Emergency Response Manager in case of Emergency Response Plan activation.


Main tasks and responsibilities

  • To lead and manage the OCC, Scheduling and Station Managers team to achieve operational integrity of the schedule, full legal compliance within the operation and ensuring sound economic decision making processes are employed.
  • To introduce and manage robust operating procedures thereby reducing the possibility of an aircraft accident and mitigating disruption impacts.
  • To manage OCC and network operational performance to ensure that cost effective and consistent disruption recovery responses are initiated / implemented.
  • To manage and ensure continuous flight-watch is carried out effectively to provide the best possible assistance in case of any deviation or diversion from the normal operational plan.
  • To manage and ensure a satisfactory balance of On Time Performance (OTP), interdependency and customer service in line with the company’s business goals.
  • To lead the OCC and Scheduling cross-functional through the design, development and implementation of performance goals.
  • To establish and maintain strong and effective working relationships will all relevant departments (including but not limited to Maintenance, Commercial, Corporate Planning, Flight Operations, Cabin Crew, Catering, Cargo, Ground Services, ATC, other regulatory bodies, the Chief Pilots
  • To lead daily on time performance meetings with relevant stakeholders to review and correct any operational problems while providing feedback to help optimize the schedule and prevent recurrent delays.
  • To analyze existing manpower resources and manpower planning for Pilots (& CC where required) numbers by implementing processes and systems aimed at removing operational complexity and optimizing workflow.
  • To mentor and coach OCC staff to enable them to reach their potential, create succession plans to allow business continuity. This to be conducted in an environment that encourages and supports empowerment, initiative and accountability.
  • To develop staff through contributing to and regularly undertaking performance appraisals and make appropriate recommendations on career direction.
  • To design and develop effective staff training solutions, ensuring mandatory, professional and quality standards are specified and delivered. Ensure all regulatory training requirements for OCC staff is met and their records are maintained.
  • Crisis management including the ERP (emergency response plan) enabling the company an acceptable and approved level of readiness. This mean to continuously develop and test our systems including training, validation and cross functional improvement.
  • To analyze and identify areas for cost reduction and recommend the same to management.
  • To design and implement cost reduction plans across the identified areas after achieving a consensus and obtaining the buy-in of all concerned stakeholders.
  • To be responsible for preparing the annual budget for the OCC and Scheduling department and ensuring strict compliance to approved budgets.
  • To assess existing operational systems and ensure that they continue to meet the current and future demands of the airline. Where required, research, evaluate suitability and recommend suitable replacement IT systems.
  • To actively ensure the safety and security of all people, assets, systems and procedures engaged in or associated with own area of responsibility or otherwise under own control or influence.
  • To comply with all applicable business and industry specific legislative/regulatory requirements.
  • Manages the Scheduling for ASLB and has authority to maximize Third Party operators use and coordination
  • Design, implement and maintain standard procedures in all units of the OCC, Scheduling departments to reach the highest level of efficiency and productivity in the company’s flight operations and be prepared for any change to company activities.
  • Organize and Manage the Scheduling of the company flights in collaboration with all departments (MX, Commercial, Ops …).
  • Support CFO and Procurement in the tender and finalization of contracts under OCC and Scheduling Manager responsibility (Catering, Light Aircraft, etc…)
  • Represent OCC, Scheduling in case of any audit from any Aviation Authority or IATA to ASLB.
  • To run quarterly functional review with all head of functions that have presence in the OCC – align KPI, procedure and cross functional synergies.

Assist to Projects

  • To manage all special projects that have been allocated by the Director of Operations.

People / Resources Management

  • To motivate the staff as well as deal with personnel issues and take appropriate actions to ensure continuity in staff performance to ensure a high quality of services is maintained.
  • To manage that approved rosters for his team are timely in place and ensures availability of sufficient resources for all the required duties according the approved rosters.
  • To ensure the direct and functional assigned resources are appropriately trained to fulfil the full scope of their duties.
  • To create an environment in which new ideas and alternatives are encouraged to ensure continuous improvement in the current way of working in order to develop a challenge minded team spirit.
  • To ensure that the responsibilities and objectives of the reported staff are clearly defined ant their accountability for performance expressly understood.
  • To conduct individuals staff appraisals according to the internal performance management process.

Communication

  • To create a relationship and communicate with other departments and subcontractors in order to ensure effective and efficient co-operation aiming to improve overall company performance.
  • To report timely, accurate and concise maintenance / modification planning highlights to all stakeholders internally and externally to make sure they all have the relevant information to achieve their objectives.

Requirements

  • Bachelor Degree and preferably training in an Airline company.

Preferred experience

  • 5-10 years experience in a managerial position with strategic and budgetary aspects.
  • International express or logistics or aviation industry background.
  • 5-10 years experience within a major airline environment, preferably Flight Operations.

Preferred knowledge

  • Organisational awareness (structure and products and services).
  • Understanding of communication requirements in a multi-cultural environment.
  • Highly developed business reporting skills.
  • Project Management qualities to participate in or lead new projects.
  • Good negotiation skills.
  • Good people and customer skills.
  • Good communicative and analytical skills, both oral and written.
  • Good knowledge of the French and English language, both oral and written – Dutch is an asset.
  • PC skilled (MS Office, TNT Systems, etc).
  • Able to demonstrate accuracy, analytical skills and is objectives oriented.
  • Team-player.
  • Good communication skills with all levels in a clear, factual manner.
  • Flexible and ability to work under pressure.
  • Work in an organized way to be able to meet set deadlines.
  • To display a positive, open and cooperative behaviour in order to facilitate a good relationship inside and outside the department, avoid and help to solve conflicts.
  • To maintain a professional office environment with due regard to confidentiality and security of aircraft data.

TERMS AND CONDITIONS

  • Permanent contract – Full time.
  • High demand for personal flexibility and operational stress management.
  • The OCC operation is a 24/7, 365 days activity, with prime activity during night time. The position is day-time presence but with a strong emphasis on the night-time operation and the OCC Manager will thus be required to attend night-time meetings, operations and provide adequate support all the time.
