Company Description

Aberdeen Cyrenians is a charity dedicated to supporting people affected by homelessness, violence, domestic abuse and other forms of social exclusion.

With the help of the local community, Aberdeen Cyrenians has been providing support to vulnerable people in the city for the past 50 years.

Through a range of services both in community and residential settings, the support focuses on:

  • Prevention of homelessness - through outreach support and advice
  • Alleviation of homelessness - through short-term and medium-term accommodation places along with Housing First programme
  • Rehabilitation - tackling underlying issues such as domestic and sexual abuse, substance misuse and mental health
  • Resettlement - practical help to learn the skills needed to live in the community, sustain a tenancy and gain employment.

We aim to help people to make planned changes in their lives, often at crucial periods of transition. All services are provided on a voluntary basis in recognition of people’s rights to choose if they want to access the support provided.

Position

Job title: Service Manager – Residential Wernham House

Responsible to: Residential Services Lead

Responsible for: Service staff, relief workers, volunteers, students, contracted staff.

Hours of Work : 39 hours per week

Salary: Scale Points 39-41 £34,691 to £36,463

SSSC registration level: Professional registration required (Manager level).

Main responsibilities:       

To ensure that the service operates efficiently and effectively in keeping with the aims & values of the organisation and all contractual, legislative and policy commitments. To maximise the capacity of the service and ensure that it effectively and safely meets the needs of the Service Users, whilst seeking continually to ensure the efficient use of our human, material and financial resources.

  • To build the service team to ensure effective team working and a collaborative working culture
  • To develop individual members of staff to achieve the objectives of the Service
  • To participate in the organisation’s strategic planning and implementation

Requirements

FINANCE / BUDGET CONTROL

  • Ensure service compliance with organisational financial policies and procedures and contractual requirements.
  • Ensuring the regular review of service budget with the Finance Team and Residential Services Lead reporting to the Chief Executive and Aberdeen Cyrenians Board including staffing costs, amenities, emergency expenses etc.

COMPLIANCE

  • Contract Compliance – SSSC/Care Inspectorate/ Aberdeen City Council Health & Social Care Partnership Contacts & Monitoring, working to agreed outcomes
  • Building Maintenance, Health and Safety – Service attendance at Health and Safety meetings and providing feedback to teams, reporting Health and Safety issues to Aberdeen Cyrenians Head of Corporate and Business Services, reviewing risk assessments, policies & procedures and team emergency scenario training.
  • Health and Safety – Preparations of Risk Assessments in relation to residential services. Training of staff in Risk Assessment and Documentation to ensure compliance. 
  • Fire Safety – Ensuring all staff undertake fire safety training including induction, Fire Safety DVD and emergency scenarios.
  • Quality Assurance – Undertaking QA Audits which includes reviewing risk assessments, policies and procedures, use of ICT equipment, organisational systems and processes.

ORGANISATIONAL DEVELOPMENT

  • Implementation of operational and strategic planning processes – Attending Management Team meetings and Council of Management meetings as required.
  • Multi-Agency Working – Encouraging all staff to have a positive multi-agency working approach and being responsible for representing the organisation at local multi-agency forums.
  • Procurement/ funding – Participating in the collation of statistical information and submission of future funding for potential services.
  • Organisational Responsibilities – Attending Management Team Meetings and ensuring service attendance at Health and Safety Committee. Being responsible for carrying out QA Audits and implementing and reviewing risk assessments and policies and procedures as required. 

SERVICE DEVELOPMENT

  • Service User Support – Being responsible for ensuring service users are supported within organisational policies, procedures and within service remit.
  • Service Responsibilities – Providing support and guidance to all staff and relief workers to ensure that they adhere to the organisational policies, procedures and service remit.
  • Multi-Agency Working – Providing support and guidance to all staff and relief workers attending multi-agency meetings
  • Service User Involvement – Ensuring that there is service SUI representation and encouraging SUI in the recruitment processes, volunteering and peer led opportunities within the organisation.

HUMAN RESOURCES

  • Responsible for completing appropriate payroll documentation to meet payroll deadlines. 
  • Recording of absence and dealing with staff absences.
  • Being involved in the implementation of the recruitment process.
  • Ensuring staff are available to attend appropriate training courses.
  • Ensuring that there are effective staffing levels in order to deliver the service in line with safety requirements.
  • Ensuring that staff are registered with SSSC and work according to the National Care Standards, legislation and best practice.
  • Abiding by the terms of the support & supervision policy.
  • Ensuring service staff work according to the aims and values and the policies and procedures of the organisation and promote a positive working environment.
  • Monitoring the performance management of service staff including the use of disciplinary, capability and grievance procedures where necessary.
  • Being responsible for overseeing the quality and standard of work produced by the service’s staff as well as guiding them in how they can improve and develop within the role.
  • Taking responsibility for such areas as the approving of annual leave/TOIL.

 ADDITIONAL

  • Carrying out other relevant work commensurate with the post as required by the Chief Executive and Assertive Housing Service consortium board.

ORGANISATIONAL DEVELOPMENT

Participate as part of the organisation’s Management Team in areas including:

  • Contract procurement
  • Strategic planning
  • Policy development and implementation
  • The promotion and maintenance of appropriate inter-agency and multi-agency working arrangements and initiatives

SERVICE DEVELOPMENT

In collaboration with the Service Lead and Lead Practitioner, ensure that the service continues to evolve and adapt to meet the needs of the service users. This will include:

  • Chairing case reviews
  • Promoting, implementing and maintaining effective inter-agency and multi-agency working arrangements
  • Promoting, implementing and maintaining effective strategies and systems to encourage and enable service users to be involved in the management and development of the service

Take a lead role in ensuring that project staff have been recruited and inducted in a safe and robust manner to protect service users and staff.  Responsible for ensuring that the project has a professional, trained and motivated workforce which operates to National Care Standards, legislation and best practice. This will be achieved via regular Support and Supervision sessions as well as team meetings and housing meetings.  Responsible for ensuring that everyone working in the service has an ethos of respect towards service users and each other.  Responsible for the following areas:

  • Meeting payroll deadlines
  • Taking part in the recruitment process
  • Making staff available for appropriate training courses
  • Conducting Support & supervision
  • Performance Management of project staff including disciplinary, capability and grievance procedures

Responsible for overseeing the quality and standard of work produced by the project staff as well as guiding them in how they can improve and develop within the role. Take a lead role in areas as the allocation of annual leave/toil and managing the staff rota. 

Management of daily shifts and ensuring that the following are met:

  • Staff to comply with shift procedure duties as specified

  • Staffing schedule as set out by the Care Inspectorate is met

  • Medication is dispensed in line with the projects medication procedure

  • DWP payments are dealt with promptly

  • Money checks are accurate and recorded

Lead by example ensuring that work is conducted to the aims and values of Aberdeen Cyrenians and to the quality standards as set out by the Care Inspectorate.
